1. National Highways Authority of India (NHAI) proposes to establish an On-Line & Real-Time Computerised Project Information System (CPIS) so that all Project related information can be accessed On-line and timely corrective intervention is made.

2. Expressions of Interest are invited from reputed Consultancy Firm(s) who have proven experience in the field of Information Technology (IT), more particularly in establishment and operation of On-line MIS for Civil Engg. project(s) for achieving the objectives stated below :
i. To provide services of limited skilled persons for operation and maintenance of existing Computerized Project Information System and producing the desired output till such time the envisaged system i.e. CPIS is developed and successfully implemented.
ii. Development of IT Strategy solution to Web enable the existing monitoring system for On-line information capturing. Work inter-alia will include design, hosting and maintenance of a Web Portal by upgrading the existing NHAI Website with adequate security features such as firewalls etc.
iii. To bring all Project(s)/Contract(s) related information, On-line, by first computerising it, including PERT/CPM networks for each Project/Contract.
iv. To design accessing of information through a system of structured queries.
v. To suggest type of intervention and its timing to ensure adherence to project time cycle.
vi. To design a system for enhancing, processing, analyzing capabilities and communicating the decisions to the field level for implementation.
vii. To bring out quality reports, which are action oriented.

3. The Consultant will be required to install the system at NHAI's Head office and field offices and assist in operation for at least 12 months after successful installation and user training.
The successful bidder should also be capable of maintenance/upgradation of the system for a period of 5 years on annual contract basis after the Warranty period of 3 years.

4. Firm(s) who fulfil the pre-qualification criteria given below may only submit their Expressions of Interest in one sealed envelope by giving details about the Firm(s) such as : Name, Constitution, Year of Incorporation, CV of Key Personnel, Expertise in similar work, major Client List etc. along with non-refundable fee of Rs 5,000/- in the form of a Demand Draft drawn in favour of National Highways Authority of India, payable at New Delhi on any scheduled bank. Firms who had submitted their offer in response to the press notice published in February, 2002, are also eligible to apply.

5. Pre-qualification criteria and the documents to be sent in support of it will be :
i. Firm(s) should have executed two works of similar nature of value Rs. Ten lakhs each in the last two financial years, with an organization(s) of repute. A copy of the work order and a certificate of successful completion from the client are to be submitted. Individual or Joint Venture Firm(s) are eligible to participate. In case of Joint Venture firm(s) the lead partner should meet 60% of pre-qualification criteria.
ii. The firm(s) should have an average annual turnover of Rs. 20 crore in the last 3 years.

6. The last date for submission of Expressions of Interest at the address for communication given below is May 29, 2002 at 2.30 P.M. The envelope containing the pre-qualification documents will be opened on the same day at 3.30 P.M. A Pre-bid conference will be held on
May 22, 2002 at 2.30 P.M. at the address mentioned below.

7. NHAI reserves the right to accept or reject any or all the offers without assigning any reason whatsoever.
