National Highways Authority of India (NHAI) intends to engage the services of a Firm of Chartered Accountants, which has worked with any of the reputed PSUs listed below, either as Tax Consultants or Statutory Auditors during the financial year 2000-01 and/or 2001-02, for carrying out the following assignments :
i) Taxation issues (advisory role with an obligation for determination of tax liabilities, deposit of taxes, preparation of TDS Certificates, filing of tax returns and other related issues).
ii) Accounting related issues (maintenance of books of accounts, accounts review and reconciliation, bank reconciliation, inter-unit reconciliation, preparation of quarterly and annual financial statements, coordination with Auditors, etc.).

The broad criteria for the selection of the Firm shall include but not limited to
the following :
i) The Firm should have worked either as Tax Consultants or as Statutory
Auditors in the financial year 2000-01 and/or 2001-02 with any of the following reputed PSUs :
ONGC, IOCL, BPCL, HPCL, IPCL, NTPC, SAIL, VSNL, BHEL
ii) The Firm should have an office in New Delhi.
iii) The average turnover of the Firm should not have been less than Rs. 20 lacs p.a. during the last three years (i.e. 1999-2000, 2000-01, 2001-02).
iv) The Firm should have experience in advising/handling taxation issues relating to payments to Foreign Consultants/Contractors, Joint Ventures, etc.
v) Preference shall be given to the Firm having experience in auditing of the projects funded by WB/ADB/JBIC, etc.
Interested firms of Chartered Accountants, who fulfil the above criteria, are requested to send their technical proposals, latest by April 26, 2002 to the address mentioned below. The proposal should cover the details such as
(i) Formation of the Firm,
(ii) Details of offices,
(iii) Turnover of the Firm,
(iv) Total number of partners,
(v) List of assignments handled during the last three years,
(vi) Experience in auditing projects funded by WB/ADB/JBIC,
(vii) A certificate in support of having worked with any of the above reputed PSUs as Tax Consultant/Statutory Auditors, (viii) Proposed methodology for the assignments of NHAI, etc.

NHAI reserves the right to select any one or more of the short listed firms and NHAI's decision in this regard shall be final.
