1. The Ministry of Road Transport & Highways, Govt. of India has decided to take up the National Highways Development Programme for developing and making highways on Golden Quadrilateral connecting 4 Metros i.e. Delhi-Kolkata-Chennai-Mumbai-Delhi to 4,6 & 8 lane modern and next generation expressways. Kishangarh - Udaipur Section in Rajasthan State is part of Delhi - Mumbai Corridor of Golden Quadrilateral. To implement the decision, the civil works contract of 4-laning of Kishangarh - Udaipur Section have already been awarded by NHAI except near Chittorgarh City. It is now proposed to provide Chittorgarh Bypass Project which will be implemented by NHAI.

2.Chittorgarh Bypass Project (approximate length -30 kms) is to be designed as an Access Control Toll Road with a divided 4-lane carriageway. The scope of work of consultancy includes Alignment Option Study, selection of type of pavement, preparation of Detailed Project Report including sub-soil investigations, land acquisition details, and construction supervision of Civil Work contract. It is also desired that the Project Co-ordination Consultant will recommend the innovative techniques which may facilitate early completion of work. The Detailed Project Report is to be completed in 6 months and road construction package to be completed in 24 months. The detailed scope of work shall be furnished in the Request of Proposal to be provided to the short-listed Consultants.

3.NHAI now invites "Expression of Interest" from reputed Consultants for the above services who have proven track record in preparation in Detailed Project Reports and Construction Supervision of similar road works involving use of modern equipment and time saving construction techniques. Interested consultants must provide information indicating that they are qualified to perform the services (brochure, description of similar assignments, experience in similar conditions, similar works, availability of qualified and experienced personnel and additional information as mentioned below :-
(a)Name, address, Telephone and fax numbers of the consulting and associated firm and reference of authorised signatory.
(b)Structure and organization of the firm.
(c)Detail of major assignments completed/detailed Project Report preparation and / or undertaken in the last seven years, construction supervision of similar assignments, providing details of the client, country, source of funding, size, cost, certificate of employer for completed works, years of services and description of services.
(d)Information regarding technical experts/personnel available with the firm with CV's of key personnel.
(e)Present work load (amount and type of work, percentage progress of works, country of assignment and experts deployed).
(f)Litigation history of the firm including arbitration / abandonment of works.
(g)Any other details of consultants deemed fit to provide to enable the client to appreciate their relevant capability.
Based of the relevant experience of the Consultants on the points brought out in para (3) above. NHAI will shortlist the Consultants. Consultants may associate to enhance their qualification. The qualified Consultants shall be issued "Terms of Reference" elaborating the details and scope of the work. The Expression of Interest should be submitted in sealed cover and delivered at address below latest by 1700 hrs (IST) on or before 15th April, 2002 and be clearly marked "Expression of Interest for Chittorgarh Bypass".
Interested Consultants may obtain further information from NHAI at the address below from 1600 hrs to 1700 hrs on working days.
