This request for Expressions of Interest follows the General Procurement Notice that appeared in UN Development Business No. 543 of 30th September 2000.
The Govt. of India has received for a loan of US$ 589 million from International Bank for Reconstruction and Development (BRD) towards the cost of widening and strengthening of the existing two lane stretches of about 1300 km. length on National Highway No. 2 and No. 45 in an aggregate length of 1,400 km. divided in about several construction packages varying in length from 40 to 80 km., in the states of Uttar Pradesh, Bihar, Jharkhand and Tamil Nadu, and which will be awarded in a phased manner. The Government of India intends to apply a part of the proceeds of this loan toward payments for consultancy services to enhance Cross Border Road Transport Efficiency and public private partnership : review of DPR and project structuring of Tindivanam-Trichy section of NH-45. The National Highway Authority of India (NHAI) will be the employer for these consultancy services.
The main purpose of this consulting service is for ascertaining project's financial feasibility for Public Private Partnership financing, and preparation of concession agreement. The consulting services will broadly include review of Detailed Project Report already prepared for strengthening of existing two lane carriageway and widening of Tindivanam - Trichy section of NH-45 to a four lane facility with an aim to arrive at most optimum design solutions for implementing the project in an economical manner to ensure safe and high speed travel. The aim would be and to establish the techno-economic, environmental, social and financial viability of the project under a commercial format and under different user fee scenarios and to envisage the requirements based on the immediate and future needs including prioritization of the segments of project corridor for implementation. The consultancy service is envisaged to be completed in a four months period. The detailed scope of work, including the details of the various tasks to be undertaken shall be furnished in the request for proposal to be provided to the Shortlisted consultants.
The NHAI now invites eligible consultants having a proven track record in conducting such studies on similar subjects to submit their expression of interest. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, expreience in similar conditions, availability of appropriate skills among staff, etc.) and additional information as mentioned below :
  • Name, address, telephone and fax numbers of the consulting firm.
  • List of the major assignments completed / undertaken in the last ten years in respect of similar assignments like to review DPR with an aim to arrive at most optimum design solutions and, hence, most economic project costs for upgrading and widening of highways, to determine the economic and commercial viability of highway projects taking into the traffic levels and project cost, to review the environmental and social assessments carried out for highway projects in accordace with World Bank guidelines, to provide project reports and financial analysis suitable for meeting the requirement of international or domestic lending agencies for appraisal, to prepare concession agreement along with the technical schedules and other pre-qualification and bid documents and to prepare bid documents for public funded projects.
  • Information in respect of technical experts / personnel employed / available with the firm.
  • Present work load (amount and type of work, country and assignment, and experts deployed)
  • Any other details a consultant deems fit to provide to enable the client to appreciate their relevant capability.
Consultant may associate to enhance their qualifications and will be selected according to the procedures as specified in the World Bank's Guidelines : Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).
Interested consultants may obtain further information from the NHAI, at the address below, from 1600 to 1700 hours. Expressions of Interest must be delivered to the same address by 1700 hours on 4th March 2002.
