Title Invitation for pre-qualification allahabad bypass project construction of road packages

1.The invitation for pre-qualification follows the general procurement notice for this project that appeared in Development Business No. 568 Dated 16 October,2001.
2. The Government of India has applied for a loan from International Bank for Reconstruction and Development (IBRD) towards the cost of Widening and strengthening of existing two lane stretches of about 1300 km length on NH-2 and NH-45 and intends to apply the proceeds of this loan to payment for works, related services and consulting services to be procured in the phased manner. Two phases of activity pertaining to implementaion of Third National Highway project (TNHP) and Grand Trunk Road Improvement project (GTRIP) comprising Highway up gradation of 477 km. and 420 km. lenght respectively along with other components, have already been undertaken by National Highways Authority of India (NHAI) In the next phase proposed now, the Allahabad Bypass project, (ABP) will also be implemented by Nationl Highway Authority of India (NHAI) .The project will include construction of four lane Allahabad bypass on NH-2 in aggregate length of about 87km. in the State of Uttar Pradesh. The project, is designed as an access controlled toll road with divided four lane carriageway and service road provision on either side, is basically divided into three construction packages comprising of one exclusive bridge package over the Ganga River of about 1.0 km in length consists of two independent parallel bridges and two road construction packages of about 43 km. length each. Road packages include the construction of divided four lane carriageway with interchanges, toll plaza, rest area, truck parking lay byes, elevated structures, rail over bridges, high embankment in Ganga bridge approaches and at other location, river training works, major/minor bridges,rigid pavements and other appurtenances. The National Highway Authority of India (NHAI) intends to pre-qualify contractors and /or firms having proven track record and exprience in road construction works involving modern construction methods as per the dctails to be furnished in the pre-Qualification documents. It is expected that invitations to bids will be made in june 2002,
3. pre-Qualification will be conducted through pre-Qualification procedures specifide in the World Bank Guidelines: Procurement under IBRD Loans and IDA credits, January 1995 (Revised January and August 1996 and September 1997 and January 1999) and it is open to all the bidders from eligible source countries as defined in the guidelines.
4. Interested eligible bidders may obtain further information from and inspect the pre-Qualification documents from 0900 hrs. to 1730 hrs. on all working days at the address given below. A complete set of pre-Qualification documents (in English) may be purchased in person or by post by interested bidders or thier authorized agent on the submission of a written application along with a non-refundable fee of INR 4500 or US $ 100 in form of crossed demand draft drawn infavour of "National Highways Authority of India" New Delhi payable at any scheduled bank at New Delhi from Ist February, 2002. The NHAI will promptly dispatch the documents by Registered Post or courier.
5. Sealed envelopes, containing the Application for pre-Qualification clearly marked" Application to Prequalify for Allahabad bypass : Construction of Two Road Packages"should reach the address given below not later than 1700 hours on April 15,2002.This notice is also available on NHAI website: htpp://www.nhai.org. Pre-qualification document can also be downloaded from NHAI website andthe application must be submitted with requisite application fee as mentioned above.
