Title 11013/95/2002/IT                              Jan 14, 2002 Invitation of bids for Facility Management Services of IT infrastructure at New Delhi

National Highways Authority of India, (NHAI) invites bids from reputed IT companies for above mentioned work which inter alia includes, a state of the art LAN network comprising of one central and 9 segmental Cisco switches and a hybrid communication system comprising of IP telephones of Cisco make and analog phones of Siemens make respectively.
2. Scope of work inter alia includes helpdesk services, desktop support services, vendor management, asset management, network management, server configuration management and OS administration, maintenance of IP telephones, back-up and restore services and mail administration & management. Necessary training also needs to be imparted to the end users. The details can be seen in the tender document which is available at http://www.nhai.org under Procurements section.
3. The selection will be as per Quality and Cost Based Selection (QCBS) procedures. The bid will be submitted in four separate sealed envelopes, viz. (i) Pre-Qualification Documents (ii) Technical Proposal (iii) Commercial Proposal and (iv) EMD of Rs. 1,50,000/- in the form of a demand draft drawn in favour of National Highways Authority of India on any Scheduled bank and payable at New Delhi. Companies who are eligible to bid should meet individually and all the criteria viz. (a) annual turn over of not less than Rs. 400 Crores during last financial year (b) ISO 9002 certified for IT services, (c) having successfully executed at least five contracts of similar nature with reputed organizations of which the individual contract value including facility management should not be less than Rs. 50 Lakhs each. Preference shall be given to those whose Facility Management services are ISO 9002 certified and operational office in New Delhi.
4. Last date for submission of duly filled tenders at the address of communication given below is 28.1.2002 at 2:30 PM. Tenders submitted without EMD in the manner as specified above will summarily be rejected. Envelope containing pre qualification documents will be opened the same day at 3.30 PM. Technical Proposals of only those bidders who qualify the Pre-Qualification parameters would be considered for further evaluation. It may be noted that pre qualification exercise is to shortlist the eligible bidders and does not imply that all bidders are equal in technical parameters. The tender application can be purchased from the address of communication mentioned below during working hours from 15.1.2002 after depositing tender fee (non refundable) of Rs. 5,000/- in the form of Demand draft drawn in favour of National Highways Authority of India and payable at New Delhi. Tender application can alternatively be downloaded from NHAI's web site http://www.nhai.org, filled-up and submitted along with tender fee in the manner as specified above. The downloaded application forms submitted without application fee will summarily be rejected.
5. NHAI reserves the right to accept or reject any or all of the tenders without assigning any reason whatsoever. This notice and the tender document is also available at NHAI's website http://www.nhai.org.
